Kelly is responsible for the development of assigned airport master plans, site evaluation and site selection studies, development programs and environmental studies.

Kelly is technically well-versed in the preparation of airport planning and environmental programs dealing with both on and off airport land use impacts, affected environments and specific use of the Integrated Noise Model (INM).

There are few that can match Kelly’s absolute devotion to his Oklahoma Sooners and St. Louis Cardinals. One of our longest tenured staff members, Kelly brings a practiced eye and a steady hand to our airport planning and environmental projects. Kelly and his wife Kim are parents to three daughters that keep them on their toes!
